Get a single instance (differentiates between the global setting).
Parameters

whether to operate on $_GET and $_SERVER['QUERY_STRING']
Return Values
Returns always the same HttpQueryString instance regarding the global setting.
Exceptions
Throws HttpRuntimeException.
